Still waiting for sub-division approval

Barries Barnard from Daggafontein Extension Two says residents are not sure whether these prefab structures will be used to store building material as one of the structures have been occupied and a garage was built on.

Daggafontein Extension Two residents are still in the dark with what is happening at the Daggafontein Voluntary Communal Property in Lyster Avenue.

Three illegal prefab structures have been erected at the property over the past few weeks.

According to Barries Barnard, a resident, the communal committee claimed only temporary structures were being built for storage of building material.

“But we have witnessed people living there without water and sanitation,” he says.

Metro spokesperson Themba Gadebe says when sub-division applications, consolidation and property establishments are processed by them, it is standard practice to ensure properties have access to water and sanitation services.

“It is the responsibility of the owner or developer to install these services,” he says.

In an Addie online article Aubrey Noqara, chairman of the Daggafontein Voluntary Communal Property Association, mentioned they are still waiting for building plans and sub-division approval from the metro.

However, according to the metro they have no record of sub-division applications for the property.

Gadebe says some properties can be developed when building plans are submitted, but when new rights for development are being obtained “it goes through certain prescribed processes such as rezoning and special consent”.

“If a project is not a ‘turnkey’ project where the developer takes responsibility for the erection of structures, it is the responsibility of the owner of the property to do so.

“We will investigate the issue of the illegal structures and as soon as we have established what is happening we willrevert back with the answers,” says Gadebe.
